The Protection Order Advisor (POA) is a program to assist protection
order applicants in (1) determining whether they qualify for a
protection order under the laws of the state of Idaho and, if so, (2)
completing a Petition and Sheriff's Information Form. POA was
developed at the University of Wyoming Applied AI Lab with funding
from the Idaho Supreme Court.
Concept & design: L. Karl Branting

Information on POA
Here is a Powerpoint presentation on POA delivered at the Second
International Workshop on Judicial Decision Support Systems, Oslo, Norway, June 18, 1999.
poa42.exe (1,170K) - POA version 4.2
poa40.exe (1,170K) - POA version 4.0
poa301.exe (1,160K) - POA version 3.0.1
Downloading the POA installation files
POA installation files can be downloaded as a self-extracting,
compressed archive file of the form poaXXX.exe, where XXX is the
version unmber. Download the archive file by clicking on the latest
version above (currently poa42.exe). Save the archive file (i.e.,
poa42.exe) in the c:\windows\temp directory of
target computer, that is, the computer on which you wish to install
POA. If the target computer does not have a network connection,
download poa42.exe onto a floppy disk, then copy the file from the
floppy disk to c:\windows\temp on the target
computer.
From the Windows explorer, double-click on the archive file,
c:\windows\temp\poa42.exe. The installation files will be
uncompressed. Then run the Setup program by double-clicking
on c:\windows\temp\setup.exe, which may appear in the
Windows Explorer as a small computer icon labeled SETUP of type
Application. Follow the instructions of the Installation Wizard.
The display must be set to 800 x 600 resolution, small
fonts, to insure proper display of the program. To make this setting,
open the control panel and select SETTINGS. Click on the DISPLAY icon,
then click on the SETTINGS tab in the DISPLAY PROPERTIES
window. Adjust the desktop area to 800 X 600, and select small fonts
as the font size.
Making Local Settings
Open the POA folder from the START menu and click on the POA icon. A
"splash screen" with a picture of Blind Justice and the Idaho State
Seal will appear. Click on the screen to get the disclaimer, then
click on "I Agree" to reach a screen to reach the POA opening
screen. This is the screen at which POA users should
start.
Select the "Administration" menu item and click on
"Authorization". A dialogue window will pop-up asking for "User
Name" and "Password".
Type "sysadmin" (without quotes) in the
Password box (no user name is needed) and click "OK". Select the
"Local Settings" menu item. A window
labeled "Local Settings" will appear. Select the judicial district,
county, and district court clerk for the court in which POA will be
used. If an HP DeskJet printer will be used to print the files, select
a page length of 68 lines; otherwise, leave the page length at 70
lines. Click on "Save" to save the settings to disk. Then return to
the POA main screen.
Exiting POA
POA is designed to be exited only by
administrative staff. When a user concludes a consultation by printing
the Petition and Information Form or by quitting, the program returns
to the POA opening screen. If a member of the administrative staff
wishes to quit the program, the staff person should select the
"Administration" menu item and click on "Authorization". A dialogue
window in pop up asking for "User Name" and "Password". Type
"sysadmin" (without quotes) in the Password box (no user name is
needed) and click "OK". Selecting "Exit to System" will exit POA
entirely.
Modifying POA
The "Local Settings" window described above
permits the judicial district, county, and clerk's name to be
specified. The default values for POA are Second Judicial District, Ada
County, and J. David Navarro. Use the drop-down menus to select a
different value from the existing list, or click the "Add" button and
type in a new value. Then click "Save Changes."
The "Help" file can be
modified by editing the file "help.rtf" in the POA directory,
following the instructions in the file "helpedit.txt".

Troubleshooting
If the court stamp on the petition appears garbled, your system may
lack the font used to draw the box around the stamp. Check your
c:\windows\fonts directory. If it does not contain MS
LineDraw or LineDraw, please download the following
file and save it in you c:\windows\fonts directory:
linedraw.exe. From the Windows explorer,
double-click on the archive file,
c:\windows\fonts\linedraw.exe. The file
linedraw.ttf will be extracted to the
c:\windows\fonts directory.
If you have problems installing, modifying, or
using POA, please contact either of the following::
